The Budget 2024 – What Changes Are Coming to The Property Market?

Yesterday, Labour undertook its first budget in 14 years with a focus on ‘rebuilding Britain’.

This however, comes with a £40bn tax bill.

 

So what did Rachel Reeves announce for the property market, and how will it impact you?

Firstly, let’s take a quick look at what didn’t change.

 

Despite many second home owners bracing themselves for an increase in Capital Gains Tax, the government decided to keep rates at their current levels. This was good news for many landlords who could’ve been high with a significant increase!

 

So what did change?

 

Firstly, let’s look at stamp duty.

Prior to yesterday’s announcement, additional homeowners were subject to an additional 3% stamp duty charge when buying more properties. This has now been increased to 5% with immediate effect.

 

For a property worth £1,000,000, you would currently pay £71,250 in stamp duty (as of September 2022).Now, however, you will pay £91,250. This move has come into force straight away and you will pay the higher rate if the Effective date of transaction was on the 30th of October 2024 or after.

 

There are slightly different rules if you’re not a British citizen and you are likely to be required to pay an overall higher rate of stamp duty. 

The situation is different again if a residential property costing more than £500,000 is bought by certain corporate bodies or ‘non-natural persons’, another area where the rate has seen an immediate increase.

 

If you’re not planning on buying an additional property, stamp duty rates are remaining the same up until April 2025, providing property hunters some breathing space to exchange on a property before they see an increase. 

 

It’s important to note that the actual rate of stamp duty is not changing, but the thresholds are. This will impact first-time buyers who purchase a property between £300,000 and £500,000, and everyone else buying a property over £125,000.

This is mainly to do with the fact that the thresholds have been lowered so more people pay stamp duty overall. 

 

Even if your property is worth way more than £250,000 ( the old threshold ) you will pay more stamp duty as you will now be liable to pay for the value between £125,000 and £250,000.

A lot of the more ‘minor details’ regarding the budget have also yet to be confirmed, so there may be some more things that will impact your personal situation.

What is happening with the Renter’s Reform Bill?

Last week, Deputy Prime Minister and Housing Secretary, Angela Rayner, oversaw the 2nd reading of the new ‘Renter’s Reform Bill’ in the House of Commons.

The bill aims to ‘level the playing field’ between landlord and tenants and provide tenants with more security in their rental accommodation, without fears of being handed Section 21 notice.

Angela Rayner said “I am determined to get this Bill into law as soon as possible. The thousands of children and families living in unsafe housing or under the cruel threat of a Section 21 eviction notice have been waiting far too long already.

We will deliver on our promise to renters and transform the sector into one where families can put down roots, where children can grow up in healthy homes, and where young people can save for their future.”

 

So what does the new bill entail, and what do you need to know as a landlord?

As mentioned above, once passed, Section 21 (no fault evictions) will be abolished and landlords will no longer be able to evict tenants without giving a reason. Instead, they must present a valid justification, such as rent arrears or damage to the property, in order to reclaim possession.

This decision has raised questions regarding how the courts will process claims if they are dealt with an influx of cases.

It’s important to note however, that the government has said that tenants will get ‘a quicker resolution over disputes, cutting down on the need to go through the courts through a new Ombudsman service.’ Furthermore, they also state that they will ‘ensure that the necessary changes to court processes and systems are made, so that they are prepared for our reforms.’ Alongside possible plans to prioritise serious cases such as anti-social behaviour in court proceedings.

Another key measure in the bill is that tenants will also have the right to request a pet in the property, and landlords must consider the request reasonably, without unjust refusal. However, in order to mitigate potential risks, landlords will have the option to require tenants to obtain pet insurance to cover any property damage.

In a move designed to ‘provide greater security for tenants’, the bill will end fixed-term tenancies and move to “rolling” periodic tenancies. This means that tenants ‘will be able to stay in their home until they decide to end the tenancy by giving 2 months’ notice or the landlord can evidence a valid ground for possession.’  As well as this, tenants won’t be able to end a tenancy within the first six months, unless the landlord agrees they can so that landlords are searching for new tenants constantly. 

Consistent and significant rent increases are also set to be off the table for landlords with increases in rent only permitted once per year, in line with market rates. This also must be communicated with the tenants with a minimum of two months notice.

Blocked gutters and spring showers can cause damage to your property. To avoid leaks, always make sure that you clean out your gutters at least twice a year, once at the beginning of spring and once in the autumn once the leaves have stopped falling.

Spring Cleaning Tips

Spring is here and for many of us that means it is time to spring clean. Our cleaning tips can help to make spring cleaning quick and easy, making your home a more pleasant and enjoyable place to live in.


Windows

The cleaner your windows are, the more light comes into your home. Washing your windows on a cloudy day stops the sun from drying them faster than you are washing them. This helps avoid having streaks on the glass.

Stainless Steel

Mix together 1tsp of washing up liquid with 1L of hot water. Use a cloth to rub the solution onto marks. Then rinse it off with hot water and dry with a clean cloth.


Pots and pans

Simmering a mixture of water and washing up liquid in a pan on a low heat can help to remove burned-on food residue. Use a scouring pad to remove any remaining stuck on bits. Ketchup can dissolve tarnish on copper pots. Rub the ketchup over the area that is tarnished and then rinse off.


Oven

Put a hot, wet cloth on top of baked-on grime to help to soften it. A sprinkle of baking powder and a heavy duty scouring pad will finish off the job. Then simply rinse it off and dry.


Microwave

Fill a microwave-safe bowl with 1 cup of water, a chopped up citrus fruit and a couple of tablespoons of vinegar and pop it in the microwave on its highest setting until the solution boils and the microwave is filled with steam. This loosens any dried on spills making them easier to wipe off.

Chopping Boards

Rub the cut side of a lemon wedge over a chopping board to help remove both stains and nasty lingering smells. Sprinkling it with salt or baking soda first can supercharge the cleaning effect of the lemon.


Shower curtains

Pop your shower curtains in your washing machine with a few towels on the wool cycle with your normal washing powder. Then hang them up to dry.


Children’s toys

Stuffed toys can be popped in a pillowcase and then into the washing machine on a gentle cycle. Plastic toys, secured inside a mesh bag come out of the dishwasher gleaming clean after a quick wash.
